APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

 

Minutes:

Councillor C Palmer declared a personal interest in the Local Plan consultation at agenda item 6, as a volunteer with the Friends of Linslade Wood.

 

Councillors A Dodwell and D Bowater declared they had been approached by residents in respect of applications CB/21/01309 (20 Byford Way) and CB/21/01367 (53 Dudley Street).

 

No dispensations were requested.

 

S Sandiford advised the committee for information that she was related to residents who had sent in correspondence relating to application CB/21/00667 (Heath Lodge) although would take no part in the discussion.

RESOLVED that the minutes of the Planning and Transport Committee meeting held 31 March 2021 be approved as a correct record and would be signed at a later date, when safe to do so.

RESOLVED to recommend to Central Bedfordshire Council objection to application reference CB/21/01309 (20 Byford Way) on the grounds that the proposed works would be overbearing on the neighbouring property and would not meet Central Bedfordshire car parking standards in an area with existing on-street parking issues.

 

RESOLVED to recommend to Central Bedfordshire Council objection to application reference CB/21/01367 (53 Dudley Street) on the grounds that car parking standards could not be met in an area with significant car parking issues. The Town Council also had concerns regarding fire safety arrangements and sought assurance that Building Control Regulations would be met.

 

RESOLVED to recommend to Central Bedfordshire Council objection to application reference CB/21/00667 (Heath Lodge, 210 Heath Road) on the grounds that the proposed fence exceeded 2m in height. Clarification was sought as to why a Listed Building Consent application did not accompany the Planning Application given that the proposal would be within the curtilage of a Listed Building.

 

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to the following applications:

CENTRAL BEDFORDSHIRE COUNCIL CONSULTATION ON MAIN MODIFICATIONS TO THE EMERGING LOCAL PLAN pdf icon PDF 124 KB

To consider a Town Council response to the Central Bedfordshire Council consultation on Main Modifications to the Emerging Local Plan (full consultation details to be found at: https://centralbedfordshire.oc2.uk/ and at: https://www.centralbedfordshire.gov.uk/mmc-march-2021).

 

Minutes:

The Committee received a copy of the response submitted to the consultation by Councillor C Palmer and also received information by email from the Town Clerk.  It was noted that the consultation was very specific and limited only to the modifications. It was agreed to respond in respect of Main Modification 78 to focus on the longstanding objection to the inclusion of land parcel HAS33 (land north of Soulbury Road) in the Local Plan, given its proximity to Linslade Wood. The Committee also wished to convey its dissatisfaction that it was its understanding that planned growth would take place to the east and south of the parish only.    It was also agreed to make reference to the Primary Shopping Area inset plans and the relation to the development brief site known as Land South of the High Street.

 

RESOLVED to respond to the Central Bedfordshire Council consultation on main modifications to the emerging Local Plan as outlined above.

TRANSPORT MATTERS

To consider any matters relating to highways/transport (if appropriate).

 

Minutes:

Councillor Kharawala raised a concern on behalf of a resident regarding pedestrian safety walking from the southern estates to the doctors’ surgery on Grovebury Road. It was asked whether it was possible to consider installation of a pedestrian crossing somewhere near the junction with Chartmoor Road, as the only crossing was at the far end of Grovebury Road at the junction with Billington Road.

 

RESOLVED to raise this concern with Highways at Central Bedfordshire Council for their consideration.
