APPOINTMENT OF VICE-CHAIR
It was proposed and seconded that Councillor A Dodwell be appointed Vice Chair of the Committee for 2019-2020. There were no further nominations.
RESOLVED to appoint Councillor a Dodwell Vice Chair of the Planning and Transport Committee for the municipal year 2019-2020.
APOLOGIES FOR ABSENCE
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.
Apologies for absence had been received from Councillors G Perham (substituted by Councillor C Palmer) and Councillor D Bowater (substituted by Councillor R Berry).
DECLARATIONS OF INTEREST
(i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.
(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).
Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting.
Councillor R Berry declared that as a member of the Central Bedfordshire Development Management Committee he would not speak or vote on the planning applications under consideration.

It was confirmed that the issue with footpaths at The Paddocks had been reported via the Central Bedfordshire Council online portal.
It was agreed that the invitation for a representative from Highways to attend a future meeting should be extended for 3 July 2019 rather than 12 June 2019.
RESOLVED that the minutes of the Planning and Transport Committee meeting held 24 April 2019 be approved as a correct record and were signed accordingly.
INTRODUCTION TO THE PLANNING & TRANSPORT COMMITTEE
To receive a verbal presentation about the Planning & Transport Committee.
The Committee received a verbal presentation from the Town Clerk outlining the planning process, including the national and local policy framework, the Town Council’s role as statutory consultee rather than decision maker, the question of relevant material considerations and permitted development rights. A number of questions were asked and answered.

RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/19/00147 (2 GEMINI CLOSE) on the following grounds: that the enclosure of amenity land by a 7 foot fence would not be in keeping with the visual amenity of the street scene and would be detrimental to the character of the area.
RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/19/01336 (1A PLANTATION ROAD) on the following grounds: that Central Bedfordshire car parking standards would not be met, in an area which was already subject to significant issues with on-street parking.

To consider any matters relating to highways/transport (if appropriate)
The Committee received information from Councillor C Palmer in respect of issues on the Vimy Road roundabout and the Wing Road roundabout, including leaning bollards, a leaning lamp column and very faded road markings. It was felt that in particular, the Vimy Road roundabout was a potential safety concern, due to the number of pedestrians using that route. The damage to bollards indicated that there was an issue with vehicles on the corner of Vimy Road and West Street. Councillor Palmer advised that despite following the requested procedures to log the issues with Central Bedfordshire Council and despite having followed this up on several occasions, no remedial action had as yet been taken.
RESOLVED to write to Central Bedfordshire Council highlighting the outstanding issues and requesting that these be remedied while road closure orders were in place for scheduled resurfacing works to the roundabouts at West Street/Vimy Road and West Street/Wing Road.

The Committee received correspondence dated 30 April 2019 from Central Bedfordshire Council in respect of street naming at 1-2 Grovebury Farm Cottages. The name of “Hannah Close” had been suggested by the developer.
The Committee felt that as other streets on the Roman Gate development had names linked with ancient Rome, the new street name should also follow this convention. Examples of “Bellona Cottages” or “Roman Cottages” were suggested.
RESOLVED to advise Central Bedfordshire Council that the Town Council felt that existing naming conventions in the vicinity should be followed for the development at 1-2 Grovebury Farm Cottages.
The Committee was given a verbal update from Councillor C Palmer relating to the Aylesbury Vale emerging Local Plan. It was understood that the Inspector was in agreement that land at Valley Farm should be designated Green Belt and it was hoped that this would take place later in the year.
