APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Minutes:

Apologies for absence had been received from Councillors S Cotter and S Cursons. The Chair expressed thanks to all Committee members as this was the final meeting of the Council term.

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

 

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made.

To receive questions and statements from members of the public in respect of any item of business included in the agenda, as provided for in Standing Order Nos 1(f) and 1(h).

Minutes:

A local resident spoke to express concern about speculative correspondence he had received in respect of potential development land.

 

The Committee thanked the member of the public for bringing the matter to their attention.

The Committee received the minutes of the Planning and Transport Committee meeting held on 3 April 2019.

 

Minute reference 464/P: correspondence had been received from Network Rail in respect of the demolition of the old footbridge over the railway, due to take place in early May. Network Rail advised they were working up options for a diversionary footpath route with the local authority and that they would also be considering potential designs and costs for a new bridge, although factors such as likely high cost and the possible need to consider compulsory land purchase might mean it would not be in the public interest to undertake this work.

 

RESOLVED that the minutes of the Planning and Transport Committee meeting held 3 April  2019 be approved as a correct record and were signed accordingly.

To consider any matters relating to highways/transport (if appropriate)

Minutes:

The Committee received a Public Notice issued by Central Bedfordshire Council in respect of the introduction of waiting restrictions in Kestrel Way and Johnson Drive.

 

RESOLVED that the Town Council was in support of the proposals for waiting restrictions on Kestrel Way and Johnson Drive.

           

The Committee discussed issues with footpaths, as raised at the meeting held on 13 March 2019. A response from Central Bedfordshire Council suggested that issues regarding condition of footpaths be reported online via the portal for investigation. Committee members expressed views that the portal was not always easy or accurate to use, and that it had been understood in the past that Central Bedfordshire Council would be undertaking a town-wide footpath “suitability study”.

 

A specific example of The Paddocks was given, where there was almost no level pavement due to tree roots. It was agreed to log this issue online.

 

The Committee suggested that a representative from Highways be asked to attend a future meeting, so that new Committee members could better understand how highways matters were dealt with and how issues should be logged.
