APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Apologies for absence had been received from Councillors Morris, Chambers and Berry (substituted by Councillor Kharawala).

18.

DECLARATIONS OF INTEREST

(i)         Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii)        Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. 

No declarations were made and no dispensations had been requested.

To receive questions and statements from members of the public in respect of any item of business included in the agenda, as provided for in Standing Order No.s 1(f) and 1(h).

To receive and approve as a correct record the minutes of the Community Safety Sub-Committee meeting held on 15 October 2018 (attached).

The Sub-Committee received the draft minutes of the Community Safety Sub-Committee meeting held on 15 October 2018.

 

RESOLVED that the minutes of the Community Safety Sub-Committee meeting held on 15 October 2018 be approved as a correct record and signed accordingly.

(a)       To receive an update report from Bedfordshire Police in respect of Operation Dodford, crime and antisocial behaviour (to follow).

 

(b)       To receive a report regarding current budget year underspend (attached) and to consider the recommendation/s contained therein.

The Sub-Committee had received a written report regarding crime and antisocial behaviour in advance of the meeting and a verbal summary was given by Sergeant  Mitchell of Bedfordshire Police regarding activity undertaken in respect of Operation Dodford and incidents of note for October, November and December 2018.

 

The Sub-Committee thanked PS Liam Mitchell for providing an update and his continuing hard work in the town.

 

RESOLVED to note the information.

 

The Sub-Committee received and considered a further report in respect of the use of any Operation Dodford underspend to provide community based initiatives and to improve CCTV signage within the parks.

 

RESOLVED -

 

1.1       To seek member endorsement to the use of Operation Dodford underspend to provide community-based initiatives that would help combat the fear of crime in the Parish.

1.2       In consultation with the Chair of the Community Safety Sub-Committee, that delegated powers be afforded to the Town Clerk to make decisions on any community-based project(s) to a maximum value of £2,500.

1.3       That enhanced CCTV signage be provided within the parks to be met from the Operation Dodford project.

To receive the CCTV monitoring reports from Central Bedfordshire Council for October 2018 and November 2018 (attached).

The Sub-Committee received a report of recorded CCTV incidents in Leighton Buzzard during October and November 2018. It was noted that the number of arrests stated in the report were based solely on the information captured by the CCTV and did not reflect any action taken by the police following the captured incidents or where the incidents formed part of a wider investigation.

 

RESOLVED to note the report.

23.

'WATCH SCHEME' UPDATES

To receive a verbal update in respect of the “Watch” schemes within the Parish.

The Sub-Committee received a brief update in respect of the ‘Watch’ schemes within the Parish.

 

RESOLVED to note the information.

24.

EXCLUSION OF PUBLIC

The Sub-Committee may consider it appropriate to consider the following resolution should they consider that any discussion would be prejudicial to the public interests: that, under the Public Bodies (Admissions to Meetings) Act 1960, the public be excluded on the grounds of the confidential nature of the business about to be transacted which involves the likely disclosure of exempt information. The public and press to withdraw from the meeting during consideration of detailed discussion regarding:  Operational Policing (if applicable)
