APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Apologies for absence had been received from Councillors C Chambers, D Bowater, G Perham and B Spurr. 

 

11.

DECLARATIONS OF INTEREST

(i)         Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii)        Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting.  No declarations were made and no dispensations had been requested.

To receive questions and statements from members of the public in respect of any item of business included in the agenda, as provided for in Standing Order No.s 1(f) and 1(h).

To receive and approve as a correct record the minutes of the Police Liaison Sub-Committee meeting held on 16 July 2018 (attached).

To receive a report on Operation Dodford activity for the period July-September 2018 (to follow).

Minutes:

The Sub-Committee had received a written report regarding crime and antisocial behaviour in advance of the meeting and a verbal summary was given by Sgt Mitchell. It was noted that a new crime recording computer system made it difficult to accurately compare statistics.

 

Brief information was given in respect of crimes over the last three months. In particular, it was noted that the apparent increase in public order crimes was most likely due to the improvements in reporting and recording and that the police were aware of concerns within the community about commercial burglaries and break-ins to commercial vehicles.

 

A query was put forward regarding actions to address drug related crime, as this had been raised as a priority locally. Work in this area was largely intelligence based, as well as patrols, and a number of warrants were in the pipeline.

 

Discussion took place regarding antisocial behaviour. There had been a variety of incidents and locations with no clear trend. It was noted however that antisocial behaviour within the town centre had decreased compared to the previous year. Action to address street drinking was continuing and was a long process.

 

It was noted that the market day patrols attracted positive comment from members of the public.

The Sub-Committee received a report of recorded CCTV incidents in Leighton Buzzard during July and August 2018. It was noted that the number of arrests stated in the report was based solely on the information captured by the CCTV and did not reflect any action taken by the police following the captured incidents or where the incidents formed part of a wider investigation.

 

It was noted that Central Bedfordshire Council was in the process of upgrading to a digital system and that there would be a cost implication for the Town Council to eventually replace its existing cameras with newer digital models.

 

It was agreed that Sgt Mitchell would advise the Town Council if it was felt that it would be advantageous to move either of the redeployable cameras to a new location.

 

RESOLVED to note the report.

16.

'WATCH' SCHEME UPDATES

To receive a verbal update in respect of the “Watch” schemes within the Parish.

Minutes:

It was agreed that any relevant information captured by the Street Watch volunteers could be passed on to Sgt. Mitchell.

 

The Sub Committee noted a request from the Street Watch team for additional radios to liaise with the shops, PCSOs and control room whilst on patrol. It was agreed that the Chair would approach Bedfordshire Police regarding this matter. 

 

RESOLVED to note the report.

17.

EXCLUSION OF THE PUBLIC

The Sub-Committee may consider it appropriate to consider the following resolution should they consider that any discussion would be prejudicial to the public interests: that, under the Public Bodies (Admissions to Meetings) Act 1960, the public be excluded on the grounds of the confidential nature of the business about to be transacted which involves the likely disclosure of exempt information. It was agreed that there were no further matters for discussion requiring exclusion of the public and therefore the meeting was brought to an end.
