APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Apologies for absence had been received from Councillor S Cotter (substituted by Councillor K Ferguson, Councillor K Cursons, D Gibbins and P Elmore (Market Trader Representatives) and C Peters.

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii)   Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting.  No declarations were made.

To receive and approve as a correct record the minutes of the Market Sub-Committee meeting held on 16 August 2018

Minutes:

The Sub-Committee received the draft minutes of the previous meeting, held on 16 August 2018 for consideration.

 

RESOLVED that the minutes of the Markets Sub-Committee meeting held on 16 August 2018 be approved as a correct record and were signed accordingly.

GENERAL MARKET UPDATE pdf icon PDF 111 KB

To receive a general update on market activity (attached).

Minutes:

The Sub-Committee received an update report on market activity including information on delivery against market plan targets, trader recruitment and promotion and marketing of the market. 

 

Independents Day took place in conjunction with LB first on 7 July with fourteen local businesses placed around Market House and the annual Children’s Day in August was held on a Tuesday to help promote the Tuesday market.  Feedback from the traders confirmed footfall appeared to be up with many younger families attending the market.

 

The Vintage, Retro and Collectables Market introduced in late September was a success and it would be repeated when there is a fifth Saturday in the month during 2019. 

 

The markets team have encouraged local shops to promote themselves via a social media campaign either as a casual trader or through the Pop-up market and two traders have taken advantage of this offer in the last month with attendance figures shown in the next quarterly report.  Traders have also been encouraged to take part in Small Business Saturday which is happening on the 1 December during Christmas Festival Weekend. 

 

A ‘Become a Trader’ workshop has been planned for January 2019 by the markets team to encourage new business start-ups where advice would be given on all aspects of market life.

The Sub-Committee received a budget report for July to September 2018.

 

The new approach to setting market targets was discussed using the sale of pitches to reduce the deficit between expenditure and income.  The target of pitches to be sold would be 20 for the year and this would be reported back to the sub-committee at the end of year.

 

RESOLVED to note the report.

Minutes:

Due to content potentially being associated with the pending Judicial Review, this item would be deferred to the February 2019 meeting.

TWELVE MONTH MARKET REVIEW

To receive a report on the twelve-month market review and consider the recommendations therein (to follow).

Minutes:

Much of the review had been undertaken however officers work time had been diverted to address preparatory issues for the pending Judicial Review. This item would be deferred to the February 2019 meeting.
