APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

 

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made.

The Committee received the minutes of the Planning and Transport Committee meeting held on 8 January 2020.

 

Minute reference 78/PF: a concern was raised about pedestrian safety on the zebra crossings in the town centre due to lack of street lighting and that several of the Belisha beacons were not working. It was agreed to pass this concern on to Highways at Central Bedfordshire Council.

 

RESOLVED that the minutes of the Planning and Transport Committee meeting held 8 January 2020 be approved as a correct record and were signed accordingly.

The Committee was advised of a meeting which had taken place the previous week with Central Bedfordshire Council officers in respect of responses made to planning applications. It was noted that the parking guidelines as outlined in the Central Bedfordshire Design Guide were intended primarily as guidance for new development and were not policy as such. Where the Town Council wished to raise concerns about car parking issues, specific evidence would be helpful to the planning authority.

 

The Committee noted the list of applications which had been received prior to the previous scheduled meeting date of 29 January 2020. All applications had been delegated for officer approval and a comment submitted to Central Bedfordshire Council that there were no objections.

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to planning application CB/20/00302 (30 Rothschild Road, Linslade), but the Town Council would comment that this road already suffers from parking issues due its narrowness and a lack of available on-street car parking.

TRANSPORT MATTERS pdf icon PDF 392 KB

To receive an update on the recent taxi consultation and to consider any further matters relating to highways/transport (if appropriate).

 

Minutes:

The Committee was made aware of concerns raised by residents about a recent drop in bus services by Grant Palmer, particularly between Linslade and the town centre. This was understood to be due to vehicles being out of service. It was agreed to contact Central Bedfordshire Council to raise awareness of resident concerns and seek assurance regarding bus services.

 

The Committee received correspondence from a local resident regarding car parking issues on Beaudesert which had been exacerbated since the introduction of resident parking schemes on Llamas Walk and Bedford Street. It was hoped that this would be addressed as part of the area wide parking study being conducted by Central Bedfordshire Council and agreed to provide details to them on the issues raised.

 

A concern was raised regarding a piece of ironmongery on the paving outside Boots which was above ground level and which was felt to present a health and safety hazard to pedestrians. It was agreed to make the principal authority aware of the issue.

 

A question was raised in respect of electric car charging points and whether the principal authority had a plan/policy in respect of these. It was agreed to ask Central Bedfordshire Council for their position on electric car charging points.

INFORMATION ITEMS

To receive and consider any items of information received (if applicable).

 

Minutes:

 

The Committee was given a verbal update in respect of the recent consultation undertaken by the principal authority on the potential relocation of the town centre taxi rank from the High Street to Lake Street. A number of objections had been received and therefore the question of the taxi rank would be given further consideration by Central Bedfordshire Council, particularly in respect of monitoring and enforcement. The possibility of establishing a feeder rank elsewhere was one option under consideration.
