APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made and no dispensations had been requested

To receive and approve as a correct record the minutes of the Planning & Transport Committee meeting held on 11 December 2019.

The Committee received the minutes of the Planning and Transport Committee meeting held on 11 December 2019.

 

Minute reference 73/P: a meeting with Central Bedfordshire Council officers had taken place to discuss next actions in respect of traffic flow.

 

The Committee reiterated concerns about the pedestrian crossing on the canal bridge and whether a barrier could be erected for safety purposes. Further concerns were raised about a perceived lack of visibility of the pedestrian crossings generally.

 

Minute reference 74/P: the Town Council had made contact with Historic England to advise that remedial works were intended for the Linslade War Memorial, to improve its condition and safeguard it for the future.

 

RESOLVED that the minutes of the Planning and Transport Committee meeting held 11 December 2019 be approved as a correct record and were signed accordingly.

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/04094 (50 The Paddocks, Linslade), subject to car parking standards being met.

 

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/04159 (34 Miles Avenue), subject to car parking standards being met and that there are no objections raised by Highways in respect of the proposed dropped kerb.

 

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/04203 (Corner House, Sandy Lane) but the Town Council would ask that consideration be given to adding a condition restricting use of the proposed annexe to domestic use only as ancillary to the main dwelling.

 

RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/19/04084 (37 Plantation Road) on the grounds of overdevelopment of the site and lack of off-street car parking in an area already suffering significant car parking issues.

The Committee received a report tracking the outcomes of planning applications since May 2019 to which the Committee had recommended objection.  It was agreed to invite a Central Bedfordshire planning officer to attend a future meeting in order to better understand how planning policies were applied and how to best ensure that the Committee’s local knowledge be taken into account in the determination of local planning applications.

The Committee received a Public Notice issued by Central Bedfordshire Council in respect of refreshing existing road marking and introducing new road markings and parking bays on Plantation Road.

 

RESOLVED to note the information.

 

A concern was raised regarding car parking in Cedars Way. Feedback from residents was that the situation had worsened since the introduction of parking restrictions at Tiddenfoot Leisure Centre, to the point where cars were at times driving on the pavements in order to get past parked cars. Given the proximity to schools, this was a significant safety concern. It was agreed to pass this concern on to Central Bedfordshire Council for investigation.
