APOLOGIES FOR ABSENCE
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.
Apologies for absence had been received from Councillors D Scott, J M Freeman and F Kharawala (substituted by Councillor J D’Este-Hoare).
DECLARATIONS OF INTEREST
(i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.
(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).
Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made.
QUESTIONS FROM THE PUBLIC (3 minutes per person; maximum 15 minutes)
To receive questions and statements from members of the public in respect of any item of business included in the agenda, as provided for in Standing Order Nos 3(f) and 3(g).
A member of the public and resident of Exchange House, Lake Street spoke to the Committee about the current consultation on the proposed relocation of the taxi rank from the High Street to Lake Street. It was felt that consideration had not been given to the increased number of residents in Lake Street following the development of flats. The proposed relocation of the taxi rank would have an adverse impact on those residents, in terms of noise and pollution. Concerns were raised that the rank would not be managed and that there would be a much greater number of taxis in the street than were technically permitted, as was currently often the case in the High Street. There were also concerns about any possible blocking of access to or exit from the fire and police station by emergency vehicles.
The resident was thanked for attending the meeting. It was noted that the issue of the taxi rank had been given consideration for a number of years and that there was no easy solution. The taxi rank was a standing item on the Partnership agenda and was likely to be given further consideration by that Committee at a future meeting.

Minute reference 59/P: it was noted that Gareth Hughes of Central Bedfordshire Council was due to attend the next committee meeting on 11 December to discuss traffic flow issues.
RESOLVED that the minutes of the Planning and Transport Committee meeting held 30 October 2019 be approved as a correct record and were signed accordingly.

Discussion took place regarding application reference CB/19/03702/VOC (Brickyard Quarry, Grovebury Road). The Committee felt the proposal was unclear and agreed that clarification should be sought from Central Bedfordshire Council.
Discussion took place regarding application reference CB/19/03313 (Roebuck Mews, 2A Hockliffe Street). Whilst supportive of the principle of the change of use by a local business, the Committee expressed concerns about the narrowness of Hockliffe Street and the potential impact of cars parking across the footpaths or in the road, potentially blocking through access for buses or emergency vehicles.
RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/03313 (Roebuck Mews, 2A Hockliffe Street), subject to there being no concerns raised by Highways in respect of potential obstruction caused by customer vehicles in Hockliffe Street.
Discussion took place regarding application reference CB/19/03549 (Opposite KFC, Grovebury Road). The construction of a small car park opposite the very busy Grovebury Road retail park was a cause for concern unless actively managed. Particular concerns were that the car park would be used by retail park customers (which was a safety concern given there was no pedestrian crossing) and the potential for antisocial activity at night.
RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/03549 (opposite KFC, Grovebury Road) but the Town Council would request assurance that the car park would be actively managed and that security measures would be put in place to prevent antisocial behaviour at night.
Discussion took place regarding application reference CB/19/03620 (27 Queen Street). The Committee noted that this was an area of high density housing with a lack of on-street car parking which had resulted in congestion, parking on verges and parking by residents in neighbouring streets. Concerns were raised regarding emergency vehicle access. The creation of an additional bedroom could further exacerbate these existing problems.
RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/19/03620 (27 Queen Street) on the grounds that the size of property would not comply with Central Bedfordshire Council car parking standards, in an area which was already suffering from on street car parking congestion.

The Committee was advised of email correspondence from Central Bedfordshire Council stating that concerns raised by Committee in respect of car parking issues on Soulbury Road, Doggett Street, Kestrel Way and Dimmock Close would be picked up in the area wide parking study being undertaken. The results of the area wide parking study would be shared first with Central Bedfordshire elected Members to consider options and ideas.
