APOLOGIES FOR ABSENCE
Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.
Apologies for absence had been received from Councillor K Cursons (substituted by Councillor C Palmer).
DECLARATIONS OF INTEREST
(i) Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.
(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

The Committee received the minutes of the Planning and Transport Committee meeting held on 18 September 2019.
RESOLVED that the minutes of the Planning and Transport Committee meeting held 18 September 2019 be approved as a correct record and were signed accordingly.

The Committee reviewed applications received up until 4 October 2019.
Discussion took place regarding application reference CB/19/02644 (95 Stanbridge Road). Concerns were raised including overdevelopment of the site, potential difficulties with access, potential loss of privacy for neighbouring properties and the proposed design being out of keeping with the area. It was felt that the reasons for refusal of the previous application in 2013 remained pertinent.
RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/19/02644 (95 Stanbridge Road) on the following grounds:
- The application site is too restricted in size for the proposed development
- The proposed development would be discordant and out of scale in the surrounding area
- The proposed design would be out of keeping with the local area
Should the planning authority be minded to approve this application, the Town Council would request consideration be given to the following conditions:
- That adequate screening be provided to maintain privacy for neighbouring properties
- That permitted development rights be removed in respect of loft conversions and dormer windows

RESOLVED to note the following works to trees
CB/TRE/19/00356 SQUIRRELS LEAP, TAYLORS RIDE
To consider any matters relating to highways/transport (if appropriate).
The Committee received email correspondence from Central Bedfordshire Council in respect of the potential to relocate the taxi rank from its current location at the top of the High Street. Previously, the Partnership Committee had identified North Street as the preferred new location. Central Bedfordshire Highways believed this would cause congestion due to vehicles turning around to exit, but had identified Lake Street as a potential rank for six taxis. Whilst this would mean a loss of car parking spaces, it was proposed that new spaces would be created in Market Square.
RESOLVED to request that Central Bedfordshire Council commence the consultation process in respect of the potential to relocate the taxi rank to Lake Street.
The Committee was advised of an approach by residents of Soulbury Road who were experiencing car parking issues in the service road near St Mary’s Way. The suggestion from residents was that the existing residents parking zone be extended to include this area (62-132 Soulbury Road). The Committee was asked whether it would support the residents making this request of Central Bedfordshire Council.
RESOLVED to support the request from residents to extend the existing
residents parking zone to include the service road on Soulbury Road, close to St Mary’s Way.
The Committee expressed frustration at the delay in replacing the damaged bollards on Vimy Road/West Street and the damaged lamp column on Wing Road. Discussions with Central Bedfordshire Council had been ongoing for months and it had been hoped that the works would be done alongside the recent resurfacing.
The Committee also expressed frustration at the delay in implementing safety measures in the vicinity of Greenleas School, Derwent Road. It had been hoped that a 20mph speed restriction and car parking restrictions could be implemented for safety reasons.
RESOLVED to ask Central Bedfordshire Council for progress and intentions on the above outstanding issues.
The Committee was advised of concerns raised by residents regarding car parking on Doggett Street, including car parking on verges.
RESOLVED to request that Central Bedfordshire Council investigate car parking issues on Doggett Street.
The Committee was advised of issues related to car parking on Sandhills. Parking restrictions on Kestrel Way did not appear to be being enforced and there were concerns regarding safety in the vicinity of Greenleas School. On Dimmock Close car parking issues meant it could be very difficult for emergency vehicles to gain access but was noted that this street remained the responsibility of the developer as it was not yet adopted by the local authority.
The Committee was advised of feedback received from Central Bedfordshire Council in respect of queries raised recently about the routing of the D1 Dash Direct service.
A concern was raised about vehicles turning right at the top of South Street onto Hockliffe Road.

The Committee was advised of correspondence received from Historic England, which had been approached by a resident to list the war memorial in Mentmore Park and Memorial Gardens.
