Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.


Apologies for absence were received from Councillor S Cursons.



(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.


(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).



Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. 


All Members declared an interest in planning application reference CB/19/00372 (Pages Park, Billington Road) as the Town Council was the applicant. The application would be noted but no comments made to the planning authority.


Councillor B Spurr declared an interest in application reference CB/19/00327 (20 Poplar Close) as he had already called in an objection to the application to Central Bedfordshire Council. He would not speak or vote on the application.

To receive and approve as a correct record the minutes of the Planning & Transport Committee meeting held on 20 February 2019.


The Committee received the minutes of the Planning and Transport Committee meeting held on 20 February 2019.


RESOLVED that the minutes of the Planning and Transport Committee meeting held 20 February 2019 be approved as a correct record and were signed accordingly.

The Committee reviewed applications received up until 8 March 2019.



The Committee reviewed application reference CB/19/00471 (Mulberry House, 95A Plantation Road). It was noted that the original application had been refused by the local authority due to concerns regarding protected trees, which had resulted in an amended design for the proposed new dwelling. The Committee expressed the view that it was felt that the original comments submitted in October 2018 regarding concerns about the narrow access to the proposed new dwelling remained valid and should be re-submitted to the local authority.


RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/19/00471 (Mulberry House, 95A Plantation Road) but that the Town Council still had concerns regarding the safety and suitability of the narrow access route, particularly during the construction phase.


RESOLVED to note application reference CB/19/00372 (Pages Park, Billington Road).


RESOLVED to recommend to Central Bedfordshire Council that no objection be made to the following planning applications:

To consider any matters relating to highways/transport (if appropriate)


The Committee discussed concerns regarding pavements in the town, particularly in respect of poor condition, narrowness in places and adverse cambers.  It was felt that these issues were not only detrimental to pedestrians and those with wheelchairs or pushchairs, but also for the increasing number of mobility scooter users. It was agreed to ask the local authority when the next pavement condition survey was likely to be undertaken.


It was noted that temporary pothole repairs had been undertaken to Plantation Road and Heath Road but that resurfacing was anticipated within the next couple of years.


The Committee noted ongoing concerns about lack of visibility at the junction of Heath Road and Plantation Road at The Stag public house, due to parked cars. It was understood that this area would be reviewed during the parking study of the whole town due to be undertaken by Central Bedfordshire Council.


The Committee noted planned gas and water repairs in the town centre, after which it was understood that resurfacing would take place. Concerns were raised about any potential impact on the twice weekly street market but it was understood that the utility companies had been made aware of this. 



To receive and consider any items of information received.


The Committee was given a brief verbal update in respect of the creation of a Green Wheel Masterplan for Leighton-Linslade by Central Bedfordshire Council in conjunction with The Greensand Trust. The original Green Wheel strategy was now outdated and a new strategic plan was needed which would hold weight as part of the planning process. The draft plan was anticipated for the end of March and contained detail on the existing “inner” Green Wheel as well as a more aspirational, longer term “outer” Green Wheel around the town. Stakeholder feedback on the draft plan would be invited. Once ultimately adopted by Central Bedfordshire Council, the Masterplan would form part of the Local Plan, thereby ensuring that green space and connectivity would form part of the planning application process for any future development.
