APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Apologies for absence had been received from Councillor S Cotter, Councillor S Ward (substituted by Councillor K Cursons) and from Councillor D Perham (substituted by Councillor C Perham).

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

 

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made and no dispensations had been requested.

The Committee reviewed applications received up until 25 January 2019.

 

Discussion took place regarding application reference CB/18/04796 (The Brambles, Vandyke Road). It was felt that the proposed housing density was far in excess of acceptable standards and contrary to other developments in the vicinity. Concerns were also raised regarding traffic movements, particularly given the close proximity to local schools.

 

RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/18/04796 (The Brambles, Vandyke Road) on the following grounds:

 

-           That the proposed housing density represented overdevelopment of the site and was completely out of keeping with the housing density of other developments in the locality

 

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to the following planning applications:

(a)          To consider making an application to the Central Bedfordshire Rural Match Fund (information attached)

 

(b)       To consider any other matters relating to highways/transport (if appropriate)

 

Minutes:

(a)       The Committee gave consideration to potential schemes for funding from Central Bedfordshire Council through the Rural Match Fund.

 

RESOLVED to submit an application for funding towards addressing traffic speeding issues on Clarence Road/Churchill Road and on Meadway (in the direction of Appenine Way).

 

(b)       The Committee gave consideration to other highways matters. The ongoing issues with cars being parked on the grass verges of amenity land on Soulbury Road, Linslade in the vicinity of the lower school and on Stanbridge Road in the vicinity of The Chilterns were discussed. As the Rural Match Fund could not be used to address parking issues, it was suggested that the Town Council directly fund the placing of wooden bollards at these locations to prevent parking.

 

RESOLVED to directly fund the placing of wooden bollards on amenity land on Soulbury Road and on Stanbridge Road to prevent car parking, from the Highways Schemes budget 409/4800.
