Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.


Apologies for absence had been received and were accepted from Councillors D Scott, G Perham (substituted by S Jones) and F Kharawala (substituted by C Palmer).




(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.


(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).



Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting.


Councillor Bowater declared an interest as a substitute member of the Central Bedfordshire Development Management Committee and would abstain from voting on planning applications for discussion.


Councillors A Dodwell and M Freeman both advised they had been contacted by residents regarding application CB/20/02528 (97 South Street) but had discussed only process, not the application itself.

The Committee received the minutes of the Planning and Transport Committee meeting held on 22 July 2020.


RESOLVED that the minutes of the Planning and Transport Committee meeting held 22 July 2020 be approved as a correct record and would be signed at a later date, when safe to do so.

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/20/02563 (38 Hydrus Drive), subject to Central Bedfordshire Council having no concerns regarding highways safety or loss of off road car parking.


RESOLVED to express concerns to Central Bedfordshire Council regarding application reference CB/20/02507 (67 North Street) and ask them to take into account any potential future issues arising from the neighbouring long-established business uses (e.g. noise, odour) which might have a perceived impact on future residential occupiers.


RESOLVED to recommend to Central Bedfordshire Council objection to application reference CB/20/02371 (113 Camberton Road) on the following grounds:

-       That the enclosure of amenity land would be contrary to its original purpose of providing relief within the estate layout to the detriment of residents and users of the footpath.


RESOLVED to recommend to Central Bedfordshire Council no objection to application reference CB/20/02718/LB (10 North Street), but the Council would ask for a condition to be added such that the existing UVPC windows be replaced with sash windows which would be more in keeping with the historic nature of the listed building and the surrounding properties.


RESOLVED to recommend to Central Bedfordshire Council objection to application reference CB/20/02528 (97 South Street) on the grounds of overlooking from the proposed Juliet balcony and loss of light to the neighbouring property by virtue of the bulk and massing of the rear extensions.

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/20/02686/VOC (39 CENTAURI CLOSE), as long as the planning authority was satisfied that there was no other reasonable solution other than removal of the eucalyptus tree.


A brief explanation was given concerning discharge of conditions as compared to removal of conditions.





To consider any matters relating to highways/transport (if appropriate).



The Committee received a report in respect of the long-standing issues with the bollards and safety railings on the junction of Vimy Road/Leighton Road. Concerns had been raised on a number of occasions, but no remedial action had been undertaken. Concerns for pedestrian safety on this key route into the town centre were ongoing and it was noted that the current temporary pedestrianisation of the High Street could result in a further increase in pedestrian traffic, with people parking at Tesco in order to walk into the High Street. It was proposed that a formal representation be made at a senior level in Central Bedfordshire Council to try to get this matter progressed effectively and quickly.


RESOLVED to request the Town Clerk to make a representation to Central Bedfordshire Council on behalf of the Committee, to raise its concerns regarding pedestrian safety and the condition of bollards and railings at the junction of Vimy Road and Leighton Road.

The Committee noted the changes to the planning system being proposed by Government and it was agreed to ask a planning officer from Central Bedfordshire Council to attend a future committee meeting.
