APOLOGIES FOR ABSENCE

Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.

Apologies for absence had been received from Councillors D Perham, A Brandham (substituted by Cllr T Morris) and S Ward (substituted by Cllr C Palmer).

DECLARATIONS OF INTEREST

(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.

 

(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).

 

Minutes:

Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting. No declarations were made and no dispensations had been requested.

The Committee received the minutes of the Planning and Transport Committee meeting held on 24 October 2018.

 

Minute reference 413/P: it was noted that the traffic restrictions in Bridge Street were not currently in place, pending a Traffic Regulation Order. Central Bedfordshire Councillors were raising this as an issue with Highways.

 

RESOLVED that the minutes of the Planning and Transport Committee meeting held 24 October 2018 be approved as a correct record and were signed accordingly.

TRANSPORT MATTERS

To consider any matters relating to highways/transport (if appropriate)

Minutes:

It was noted that some temporary signs had been erected on Heath Road and questioned why these had not yet been removed.

 

It was noted that proposals were currently out for consultation regarding making all of the Bideford Green area a 20mph zone, with no waiting zones.  It was understood that feedback from residents was largely positive so far as it was recognised that speeding was an issue, particularly in the vicinity of the schools.

The Committee received an appeal decision from The Planning Inspectorate dated 24 October 2018 in respect of 10 Copper Beech Way and correspondence dated 1 November 2018 from Councillor C Palmer to Initial Appeals, in respect of land north of Leighton Road, Soulbury.

 

RESOLVED to note the information.

 

RESOLVED to delegate authority to the Town Clerk to write to Initial Appeals reiterating the Town Council’s position in respect of the application to build 50 dwellings on land north of Leighton Road, Soulbury.

PROPOSED EXPENDITURE

To consider expenditure from the Highways Schemes budget in respect of bus shelters

Minutes:

The Committee was asked to consider approval of expenditure from the Highways Schemes revenue budget for the power washing and painting of 19 bus shelters, plus the replacement of 20 panels of polycarbonate.

 

RESOLVED to approve expenditure of £6,545 plus VAT from budget 4800/409 for repair works and maintenance to bus shelters.
