Schedule 12 of the Local Government Act 1972 requires a record be kept of the Members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Town Clerk.


No apologies for absence had been received.




(i)    Under the Localism Act 2011 (sections 26-37 and Schedule 4) and in accordance with the Council’s Code of Conduct, Members are required to declare any interests which are not currently entered in the Member’s Register of Interests or if he/she has not notified the Monitoring Officer of it.


(ii) Should any Member have a Disclosable Pecuniary Interest in an item on the agenda, the Member may not participate in consideration of that item unless a Dispensation has first been requested (in writing) and granted by the Council (see Dispensation Procedure).



Members were asked to declare any interests, including the nature of those interests, which they had in any of the items under consideration at this meeting.


Councillors A Dodwell, G Perham, D Bowater, V Harvey and R Berry declared an interest in application reference CB/20/03508/REG3, as members of Central Bedfordshire Council, the applicant.

The Committee received the minutes of the Planning and Transport Committee meeting held on 30 September 2020.


RESOLVED that the minutes of the Planning and Transport Committee meeting held 30 September 2020 be approved as a correct record and would be signed at a later date, when safe to do so.

RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/20/03438 (17 Blenheim Road), subject to Central Bedfordshire Council being satisfied that parking standards are met.


RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/20/03536 (124 Nicolson Drive), subject to Central Bedfordshire Council being satisfied that parking standards are met.


RESOLVED to recommend to Central Bedfordshire Council that no objection be made to application reference CB/20/03508/REG3 (Leighton Buzzard Magistrates Court) but the Town Council would ask that careful consideration be given to parking arrangements for staff, visitors and users of any community facilities on the site, given the existing issues with car parking on Hockliffe Road and its environs as well as the traffic volume on this main artery into the town centre.


RESOLVED to recommend to Central Bedfordshire Council that objection be made to application reference CB/20/03448/OUT (Land at Spinney Park and Spinney Pool), on the following grounds:

-       Concerns regarding lack of natural drainage in an area already subject to surface water flooding

-       Concerns regarding highways safety, due to the proposed vehicular access onto a busy roundabout

-       Concerns regarding the proposed re-zoning of this site from employment land to residential uses unless further detail can be provided on proposed locations for additional employment land to compensate for its loss.

The Town Council would also ask for information on anticipated planning gain in the form of infrastructure deliverables resulting from any permission being granted.

(a)      To consider a financial contribution towards the cost of providing temporary bus shelters from the Highways Schemes earmarked reserve (information to follow).


(b)      To consider any other matters relating to highways/transport (if appropriate).


The Sub-Committee received a report regarding the potential financial contribution to temporary bus shelters on West Street as a result of the bus re-routing arising from temporary pedestrianisation of the High Street.  Following discussion and after being proposed and seconded, the recommendation was carried unanimously.


RECOMMENDED to the Policy and Finance Committee that a total of up to £12,000 be drawn down from Earmarked Reserve 920/9056 – Highway Schemes (£29,080) and a further £12,000 to be drawn down from General Reserves for the supply and installation of up to 4 number “Bay Standard Shelters with quarter end panels” to be used in West Street as occasioned by the TRO for the High Street;  As Town Council assets, the shelters to remain located within the parish to ensure ongoing benefit to residents.


It was proposed and seconded that further funding from the same earmarked reserve be requested for railings around the flower bed outside Taylors Estate Agents on North Street, for highways safety reasons as well as preventing recurring damage to the planting being maintained by volunteers.


RECOMMENDED to the Policy and Finance Committee that up to £2,000 be drawn down from Earmarked Reserve 920/9056 – Highways Schemes – for railings to surround the flower bed outside Taylors Estate Agents on North Street.


The Chair gave a verbal update in respect of the Committee’s discussion in late 2019 regarding the possibility of installing a barrier at the canal bridge crossing due to safety concerns. The land in question was the responsibility of the Canal and Rivers Trust rather than the local authority.


RESOLVED to request that the Town Clerk write to the Canal and Rivers Trust requesting authorisation to erect a safety barrier at the canal bridge pedestrian crossing.


Concerns were raised regarding the condition of a number of footpaths in Linslade, particularly on roads which were routes to schools such as Finch Crescent and Mentmore Road.  It was agreed to raise concerns with Central Bedfordshire Council and to request again a copy of the latest footpath condition report from the local authority.


It was reported that concerns had been raised by residents about taxis in the town centre including the quantity, apparent condition of the taxis and not switching off engines whilst idling. Taxis were a standing item on the agenda of the Partnership Committee and it was suggested to raise the matter there. It was noted that some concerns had already been passed on to Licensing at Central Bedfordshire Council.


A request was made to see information relating to consultation done with business owners in Hockliffe Street regarding part pedestrianisation.


The Committee noted that Bedfordshire Police had been made aware of the concerns raised at the previous meeting regarding parking issues and safety in the vicinity of Greenleas School, Kestrel Way.
